Rockstar Games and Take-Two have not disclosed how much GTA 6 cost to make. The widely repeated $2 billion figure remains unverified, while more recent estimates of $1 billion or more come from outside analysts rather than Rockstar’s project accounts.
The main problem is not simply deciding which estimate sounds plausible. It is determining what each number represents: money already spent on development, a planned launch budget, marketing expenditure, or a broader investment that extends beyond release.
TL;DR: There is no confirmed exact GTA 6 budget. The familiar $2 billion claim originated in reporting about alleged messages connected to the 2022 security breach, not a published Rockstar financial statement. Take-Two’s accounts provide company-wide context, but they do not reveal GTA 6’s individual cost or prove that it is the most expensive game ever made.
What Rockstar and Take-Two have disclosed
Take-Two’s fiscal 2026 annual report and subsequent quarterly filing contain financial information for the wider group. Neither document identifies a standalone GTA 6 development or total production budget. The reported software-development figures are not labeled as the cost of this particular game.
When Business Insider asked Take-Two CEO Strauss Zelnick about GTA 6 spending in an interview published on May 5, 2026, he said “it was expensive” without providing a figure. The comment confirms that the project required substantial investment, but it is not a numerical budget disclosure.
Where the GTA 6 budget estimates come from
Several estimates have appeared in reporting, but none provides direct access to Rockstar’s project accounts.
Business Insider reported that multiple industry analysts estimated the cost at $1 billion to $1.5 billion. The analysts behind the range were not named, and the article did not establish whether the figure covered development alone, marketing, or a broader spending period. The estimate did not come from Zelnick.
An August 4, 2025 GamesRadar report attributed an estimate exceeding $1.5 billion to Wedbush analyst Michael Pachter, citing comments he made to The Telegraph. The discussion suggested that marketing could be included, but it did not provide a verified division between production and promotional costs.
On May 8, 2026, PC Gamer covered a calculation by GTA 6 O’Clock writer Dan Dawkins that placed the cost at $3.4 billion. His estimate factored in preproduction and Rockstar payroll over six years. However, the calculation did not establish which payroll costs belonged exclusively to GTA 6 or provide a verified breakdown between development, marketing and future support.
These estimates use different definitions and assumptions. They should not be treated as interchangeable versions of the same figure.
Did GTA 6 really cost $2 billion to make?
The available public evidence does not establish that Rockstar spent $2 billion developing GTA 6.
A contemporaneous Dexerto report published on September 26, 2022 attributed the figure to alleged messages associated with the person involved in the GTA 6 security breach. The report described a claim that more than $2 billion had already been spent, but acknowledged uncertainty over whether the number represented spending to date or a projected final budget. It was also unclear whether marketing was included.
That distinction matters. Money allocated to a project is not necessarily money already spent. Neither figure automatically represents the development cost of the game’s initial release.
The existence of authentic leaked game material would also not authenticate every financial assertion circulated alongside it. A budget claim requires its own supporting evidence, such as a relevant financial document, an attributable company disclosure, or reporting that explains how the number was established.
Describing the figure as a lifetime budget does not solve the sourcing problem. A broad lifetime investment could include development, launch marketing, online infrastructure and years of post-launch support, but the source would still need to define the period and activities covered.
Changing “development cost” to “lifetime investment” does not turn an unsupported number into a supported one.
What about the $2 billion figure used in forecasts?
A public post by Konvoy’s Josh Chapman also used $2 billion as an investment figure when forecasting GTA VI’s commercial performance. The post presented a financial scenario, but did not provide an authenticated Rockstar spending breakdown supporting that budget input.
A forecast can model what might happen under an assumed budget. It does not verify the assumption simply by including it in a calculation.
What could GTA 6’s total budget include?
“Cost to make” can refer to several different categories of spending. The following categories describe possible budget scopes, not separately disclosed GTA 6 expenses.
Development costs
Development costs can include the work of programmers, designers, artists, writers, producers, animators, audio teams, performers, external development partners, testers and localization specialists. Technology, production tools and performance capture may also contribute to the total.
Marketing and launch costs
Marketing covers the work required to promote and release the game, including advertising, promotional materials and launch campaigns. These costs are different from the money spent building the game itself.
A development-only estimate should not be compared directly with another figure that combines development and marketing.
Post-launch spending
Post-launch costs can include patches, additional content, infrastructure, moderation and ongoing support. These are general categories and do not confirm a particular GTA 6 content roadmap or online-service budget.
Lifetime investment
A lifetime investment figure could combine production, launch activity and years of later operations. Without a defined endpoint, it cannot be fairly compared with another game’s pre-release development budget.
There is also an important difference between actual spending and a plan. Money already incurred, an approved budget, projected future costs and a third-party estimate are not interchangeable.
Before accepting a budget headline, check three details:
- What does the amount include?
- What period does it cover?
- Who established the figure?
Without that information, even a precise-looking number can be misleading.
What Take-Two’s financial reports can tell us
Take-Two’s reports are valuable primary sources. The problem begins when a real company-wide figure is assigned to a single game without supporting evidence.
A company-wide software balance is not GTA 6’s budget
At June 30, 2026, Take-Two reported $36 million in current and $2.395 billion in non-current capitalized software development costs and licenses. Together, those amounts equal $2.431 billion.
This is a consolidated balance covering software-development costs and licenses across the group. The relevant filing does not identify it as GTA 6 expenditure.
It is also a balance-sheet amount, not a record of everything Take-Two has ever spent on development and marketing. “Take-Two reports billions in software assets” cannot therefore be rewritten as “GTA 6 cost billions to make.”
Capitalized costs are not the same as total spending
Take-Two’s annual report explains that certain development costs are capitalized after technological feasibility has been established. Earlier costs may be expensed as research and development. Capitalized costs are later amortized, meaning they are recognized as expenses over time after a product is released.
The reported balance can also change through amortization, write-downs and qualifying government grants.
An asset balance can exclude costs already recognized as expenses and retain costs incurred in previous reporting periods. Adding successive year-end balances can therefore count some accumulated costs more than once. Adding those balances to later amortization can also create double counting.
Neither method produces a reliable GTA 6 production budget.
Revenue forecasts do not reveal development costs
Take-Two’s August 7, 2026 earnings release projected $8 billion to $8.2 billion in net bookings for fiscal 2027. That is a company-wide sales-related forecast, not an amount allocated to GTA 6 development.
Revenue, bookings, profit, company valuation and production expenditure measure different things. A large figure in an earnings announcement is relevant to the budget discussion only when its purpose and scope are clearly identified.
UK company accounts require the same caution
The Companies House filing record includes accounts for Rockstar Games UK Limited, with the latest listed accounts covering the year ended March 31, 2025. That identifies a legal entity and reporting period, but it does not reveal the total cost of a global game project.
Treating all spending by one subsidiary as GTA 6 spending would require evidence that the costs belonged exclusively to that game. A complete calculation would also need to identify work performed by other Rockstar entities while avoiding duplicated intercompany charges.
Why could GTA 6 cost so much to develop?
The absence of a published total does not prevent a reasonable discussion of the factors that can make a project expensive. It does prevent assigning invented dollar amounts to individual features.
Rockstar’s official materials place the game in Vice City and the wider state of Leonida. The environments, characters and activities shown so far indicate a large and varied production, but they do not reveal what any individual element cost.
In September 30, 2026 coverage of a Game Informer interview, GamesRadar reported that Rockstar’s Aaron Garbut described the project in terms of its combination of detail, scale and interaction. Those comments help explain the production’s ambitions, not its monetary budget.
Staffing and development time
Creating environments, missions, characters and gameplay systems requires work across multiple disciplines. Revisions, discarded concepts and technical changes can add further production time before a feature reaches the required standard.
System interdependence
A change to a vehicle, animation, mission or environment can affect other systems. The cost is not limited to creating an individual asset. Teams must also integrate it, test it and ensure that it works with the rest of the game.
Testing and release preparation
Optimization, accessibility work, localization, quality assurance and platform certification are part of production. They cannot be measured by counting the locations, characters or vehicles shown in promotional material.
Simple headcount calculations are also unreliable. Multiplying Rockstar’s total workforce by an assumed salary and the number of years since GTA V would assume that every employee worked exclusively on GTA 6 for the entire period.
A delay can increase expenditure when production continues, but a revised release date alone does not reveal the additional cost. Without a disclosed staffing plan or spending rate, any claimed monthly figure remains an estimate.
How does GTA 6’s budget compare with GTA V and Red Dead Redemption 2?
The comparison is less precise than many online budget lists suggest. Even the familiar figures for earlier Rockstar games come from different types of evidence.
The table below preserves the reported currencies and separates estimates from company disclosures. It is not a ranking, and the amounts have not been adjusted for inflation or converted into a common currency.

GTA V: a reported combined budget
Business Insider’s September 9, 2013 coverage attributed the £170 million development-and-marketing figure to The Scotsman. It should be described as a reported combined budget, not a confirmed development-only cost.
Red Dead Redemption 2: estimates based on assumptions
A 2018 analysis cited Michael Pachter’s $170 million development estimate, which was based on assumptions about staffing, production duration and annual cost per employee.
The writer used a different set of assumptions to reach $240 million, then combined that amount with a $300 million marketing estimate to model a $540 million total. These were outside calculations rather than an internal Rockstar budget released to the public.
Such models can provide historical context, but they should not become unquestioned benchmarks used to validate newer rumors.
Cyberpunk 2077: an example of direct disclosure
CD Projekt’s management report explicitly connects Cyberpunk 2077 with a PLN 1.2 billion total budget. That is a different form of evidence from attempting to infer one game’s costs from its publisher’s company-wide software balance.
The scope still matters. A total reported for the original release is not automatically a running total that includes every later update or expansion.
Without a verified GTA 6 budget, any claim about how many times more it cost than GTA V or Red Dead Redemption 2 depends on the estimate and spending definition chosen.
Is GTA 6 the most expensive game ever made?
The available public evidence does not establish that record.
A meaningful comparison would first need a consistent definition. Are the figures measuring development expenditure, development plus marketing, spending before release, or lifetime investment?
The historical examples already show why this matters. One figure combines production and marketing. Another is based on staffing assumptions and a separate promotional estimate. Another is a company-described total budget.
GTA 6 introduces an additional problem because its own verified total has not been published.
That does not prove GTA 6 is cheaper than another game. It means there is not enough comparable evidence to award it a spending record. Calling it “probably the most expensive game ever made” does not resolve the missing information.
Does GTA 6’s development cost determine its retail price?
A production budget and a retail price are separate questions.
An unverified development estimate cannot establish what Rockstar will charge for a particular edition of GTA 6. Dividing a rumored budget by an assumed retail price is also not a reliable break-even calculation.
Consumer spending is not automatically identical to the amount retained by the publisher. A meaningful financial model would need to account for platform fees, distribution arrangements, taxes, marketing expenditure and other relevant costs.
For purchasing decisions, use current official product listings. For the cost of making GTA 6, look for evidence about production expenditure. The two questions should not be answered with assumptions borrowed from each other.
What would establish GTA 6’s actual cost?
A useful disclosure would identify:
- the game,
- the amount,
- the period covered,
- the costs included,
- and whether the figure represented actual expenditure or a forecast.
For example, development spending through a specified date would answer a narrower question than a projection covering launch marketing and years of post-release operations. Both could be informative if their scope were clearly defined.
Until such evidence appears, the answer remains unchanged: Rockstar has not publicly established GTA 6’s exact development or total production cost, and the widely circulated estimates should not be presented as confirmed spending.
